More than 700 cars descended on a Tesco car park in Solihull on Sunday, where it was used as a drag strip.
Aside from the car occupants, around 1,000 people were in attendance, creating what has been called a 'boy racer party' in the media.
According to the Birmingham Mail, engines were revved loudly while members of the crowd cheered the drivers on.
The paper reported that despite the large gathering, the Tesco petrol station remained open, although it said a shutter was damaged.
However, Tesco later revealed that the shutter had been damaged on a previous occasion and was due to be fixed.
Mr Hawkins, Conservative councillor for Blythe, has been campaigning against the car meet-ups, which have been taking place for a number of years.
“Some are car enthusiasts and some are well-meaning but there are always idiots,” he said.
“There was no violence or threat of violence and those attending may not have realised they were causing problems for local residents.
“I want them to go away and leave us in peace. I don’t want to demonize them all but we’ve had enough."
Cllr Hawkins wants Solihull Council to ban the meetings and for nearby businesses to shut in order to discourage attendance.
A Tesco spokesperson said: “We continue to be very concerned about the abuse of our car park by these groups and we called the police when they congregated on Sunday night.
“We are part of a working group alongside the local council and police to try to stop these gatherings from taking place.
“Going forward, we will be putting up signs making it clear that we see these gatherings as a public order offence and plan to share any information captured by CCTV cameras with the local police.”
Similar gatherings were once common in neighbouring Black Country and Birmingham, but have reduced after their councils took action.
